Does training with heavy cleats build speed?

Adding weight to training cleats will improve overall speed. Due to the heavier shoes, the body will have to build more muscle to compensate for the strain. When those cleats are replaced with lighter cleats, the improved muscle strength will allow the athlete to travel at a higher rate of speed.
